Harrl Wins Power Distribution Contract for SOE Headquarters Complex in Jiangxi

HARRL Group has been awarded the power supply and distribution contract for the headquarters complex of a centrally administered Chinese state-owned enterprise (SOE) in Ganzhou, Jiangxi Province. The project marks Harrl's first delivery on a centrally administered SOE headquarters of this scale within Jiangxi Province.

Project scope

The contract covers the full power distribution scope across the development:

  • Inside-boundary power supply and distribution works — internal MV/LV distribution, building electrical systems, and connection infrastructure.
  • Outside-boundary power supply works — external grid connection, dedicated incoming feeders, and site-interface infrastructure.

The award positions Harrl as the integrated power infrastructure contractor for the entire complex.

About the development

The headquarters complex is currently in the finishing and interior fit-out phase, with main structural construction substantially complete. Key project parameters:

Total investment (client)
RMB 1.216 billion (~USD 170 million)
Site area
~13.3 hectares (199.29 mu)
Total floor area
~108,000 m²
Building count
6 individual buildings plus auxiliary facilities
Steel consumption
~16,000 tonnes
Prefabrication ratio
58.5%

The complex includes office towers, an international academic exchange building, a comprehensive service building, and a science-and-technology exhibition centre. It is the first centrally administered SOE headquarters established in a prefecture-level city in central China following the State Council's recent SASAC-led sectoral consolidation.

Engineering significance

The project's high prefabrication ratio (58.5%) reflects modern industrialised construction methods, which place specific requirements on power infrastructure design — including coordinated sequencing of MV/LV system installation with structural assembly, and modular distribution architecture compatible with prefabricated construction phases.

For Harrl, the award validates the company's capability to execute complex commercial power distribution projects at the scale and specification levels required by central SOE clients in China.

Project status and outlook

Power distribution works will be executed in coordination with the ongoing finishing phase of the complex. Harrl will deploy its project delivery team to manage on-site installation, system integration, and commissioning across the six-building development.

This contract extends Harrl's project portfolio in commercial and institutional power distribution, complementing the company's industrial and utility-sector work across China and overseas markets.
